On the TTC portion, at least, a private, foreign company will virtually own (99-yr lease) the corridor, (and all the concessions therein) as a profit-making tollway.

If it's a 99 year lease, that's news to me.

And I'm sure they will pay taxes just like the Toyota dealership in your town.
