If you were to fly from Toronto (YYZ) to New York La Guardia (LGA), you would go through US Customs in Toronto before boarding the plane. If there were no customs screening prior to boarding, it wouldn't be possible to use La Guardia for an international flight, because La Guardia has no customs facility.
