It does, no question about that.
As do alot of cults (thought they are not as large nor as dangerious as Islam).
However, the US per the constitution, does not allow the government to outlaw cults, even if they murder or molest children.
A cult (or murderious homicidal religion) is a religion, and government is powerless to stop it.
About a year ago, one of my friends thought that we could use the ricco act to crack down on it, but islam (the sunni version) doesn't even have a real hieracrchy, just a bunch of moon worshipping homocidal maniacs hell bent on death.
The best you could do is use a combination of religious and racial (your most violent islamic terrorists are from the middle east, not in general other countries outside of that area) profiling to monitor them.
