I scan documents and turn them into PDF files using Nitro PDF Pro. The text on PDF files are searchable using the free Adobe Acrobat reader and other PDF readers.

You could Google "TextBridge". It requires a scanner and is great text recognition software. You can scan a page and TextBridge will create a document from the image that can be edited, saved, printed...whatever.
I've used it for years with no problems.
