I just happened to read through the document to which he refers earlier today. He's right, there's absolutely nothing in it which states any of this is a recommendation, or conditioned upon approval by the representatives and senators of the American people. It only refers to "stakeholders", business interests and other elite politicos.

This is a critical indicator, to my mind, because a "stakeholder" is a bureaucratic fiction referring to anyone who needs to be co-opted so as to prevent public opposition. It has no relationship whatsoveer to the institutions of democratic or representative government.
