I don't believe it.
If it has funding then it is subject to congressional oversight.
If it is a treaty it will been to to be ratified.
The President is empowered to negotiate with foreign governments but implementing policy requires congress.
Not to mention security cooperation is a good idea - if we can stop cocaine, heroin and terrorists from getting onto North America in the first place this would be a good thing.
Now, it looks like Mexico is about to elect leftists with support from Chavez and Fidel - if that happens we may have to go unilateral but as long as they have a semi-rational government it makes sense to talk and work together where its in our best interest.

implementing policy requires congress.One would think so, but consider: policy can be shaped by executive order; and is always implemented by the unelected, unaccountable, anonymous bureaucracy. Much as I normally resist the conspiratorial nature of arguments such as this, when I see that it is the only framework that allows Bush's illegals policy to make sense, I shudder. Methinks we are in the early stages of a Kafka-esque nightmare, one which will not dissipate upon awakening. We may have to shoot our way out of this one from fastnesses in the Rockies.
