The "Local Settings" folder is a hidden folder. Open "My Computer" click on "Tools" then "Folder Options", then click the tab labeled "View" and make sure "Show hidden files and folders" is checked or ticked. Click the "Apply" button, then click "OK" and you'll see hidden files and folders in a lighter shaded text from files and folders that are not hidden.

since it is not working from here anyway, guess I should "hide" them again so I dont accidentally mess up something? How do I go about that?

Open "My Computer" click on "Tools" then "Folder Options", then click the tab labeled "View" and make sure "Do Not Show hidden files and folders" is checked or ticked. Click the "Apply" button, then click "OK" and you'll see hidden files and folders disappear.
