Being able to ping a site, such as powerlineblog.com, by name doesn't rule out DNS. It just rules out DNS being completely broken. It is still possible that DNS is partially broken, not providing network addresses for some sites.

Never mind my ping comment - I had not read enough of this thread before posting. If getting to powerlineblog.com is the problem being investigated, then being able to ping it does rule out DNS as a reason for not being able to browse it.
