Would have definitely done the screening; CGM would have most definitely qualified. Dittos on #6: 6. Victim reports brief periods of memory loss.

She arrived at the hospital, hysterically shrieking she'd been raped. And the fact that she'd been first sent to a detox holding tank, and then uttered the "r" word, common-sense (seems to me) would have definitely demanded she be administered a Tox Screening.

But you are making the mistake of thinking the Mangum's behavior arriving continued with the SANE. I am sure when it was in her best interet she toned down her hysterics so that she could refuses the tox screen.
