I think Miller is just being a little loose with his description. "Well known in Durham" implies a higher level official or someone politicial. Not the type of person having the DNA in a DB, for a match. I dont think the mayor or city council has their DNA in a database. Gotta be a prior perp; "well known" in Durham, but as a repeat offendor
