The address (Which was all numbers except for 'St.' and the town name which is superseded by a zip code) was for the convenience of the USPS. The info on it was for the recipient.
Why should someone who doesn't read English be concerned with a primary election.
What I was getting at is that the necessity of knowing English is being undermined by our gov't.
