Moreover, there's still a tendency to blame the victims for a rape/ sexual assault especially if it was a date rape or she was at a party and passed out.

If a girl gets drunk at a party and then gets behind the wheel of a car, she is still fully liable for the consequences. In fact, she is MORE liable by virtue of the fact that she allowed herself to become impaired

If a guy and a woman get equally drunk at a party, and decide that having sex is a good idea, the woman is completely absolved from having given consent because she was drunk, yet the guy's being equally drunk in no way reduces his liability for his actions. So he goes to jail for being too drunk to be able to decide whether she was too drunk to be able to give informed consent

I have a simpler policy: don't get drunk, and don't get stoned. And don't hang out with people who do

Actually, not only would the woman be arrested, but also whoever was in charge of the party would be liable. At all the parties that I went to in college, they had a "key bag" by the door and designated driver to take people home. They also had someone by the keg at all times and wouldn't serve anyone who was drunk.

Most situations that I heard of in college involving alcohol and rape accusations (and my best friend was involved with a group against sexual violence) involve either A. a date rape drug or B. a girl passing out and a guy taking advantage of her. Both situations definitely constitute rape.

How about learn how to drink responsibly and know your limits. The whole issue is that there are too many extremely naive and sheltered girls (and guys) attending colleges and there easy targets for older students with less than honorable intentions.
