Not so much Gandalf's idea as it was Aragron's destiny, which Gandalf, Eldrond and Aragorn would have known.In the book, it's Elrond who keeps reminding Aragorn of the "words of the seer," about the old prophecy regarding Isildur's heir who would return to walk the Paths of the Dead.

Gandalf and Galadrial have Sauron's rings, why does it not over-power them like it did men? The Dwarves were also given rings, what happened to them?
