Naturally the seriousness of the crime (severity of punishment) is a factor in that, but so are such matters as place of permanent residence, ties to the community, etc. College students who only temporarily reside in NC while attending school quite arguably present a much more significant risk of non-appearance than does a local permanent resident who has lived in the state his entire life. That and the fact that $50,000 might not mean very much to an affluent Wall Streeter (as one of the boy's fathers has been described) undoubtedly played a role in the disparity you cite.
