All chiefs hold their job at the pleasure of the city council.

Every chief I've met, know of, or even heard of needs that and a scrotum transplant to boot*. That don't make them bad men, it's just the nature of the biz. Over the years, I noted some people in the biz were always late to a bar fight or shooting scene or anything with a bit of risk for personal harm. These types always gravitate towards management, just the nature of the beast.

* I do know of one chief who had a bit of dirt on his council and used that knowledge so he could run an efficient and honest department. It's a world of compromise so to speak.
