They have a male-dominated "macho" culture,
Homosexuales do not enjoy publically celebrated status,

My guess is that all that would be put aside in the face of hefty entitlements. The only strategy would be to hope they could reach middle class status and start pulling the cart instead of riding in the cart. Then they themselves would work on building a wall to keep out illegals. Weird, huh?
