You are so correct. Dog parks are most likely to have large dogs who want to run and play. I think chihuahuas are viewed as toys.

Not at all. At our leash-free dog park, the owners are expected to remain with their pets. There is plenty of socializing with other dog owners. I hope the individual who left their aggressive dog unsupervised will be prosecuted.
