Nope. He can (if he ever could) still reproduce. Death or glandular removal/disablement are Darwin requirements.

Of course, being in jail is also not conducive to reproduction.

I'd say the opposite. He blew his hand off -- thus (perhaps) making it more likely that he will seek to relieve himself in more, er, procreative ways.
