{Legal Help Question}-VANITY

I am writing a brief for class; I'm a bit confused over the weight of authority from different federal jurisdictions. For example: For a brief to a Federal 9'th Circuit court, how persuasive is an opinion from the third. And if 'Very' how do I phrase it when citing from another circuit?

I have some other questions, if anybody on the board would be willing to indulge me. But this one is pretty important.

Persuasive authority only. Be sure to cite it as being outside your circuit. And by all means, don't waste your time on it unless you are absolutely certain that you have no cases on point within your jurisdiction.

Or from the USSC, which along with 9th Circuit cases is controlling authority [only better].
