Here's a really novel idea: let the marketplace set the pay scale. If unmechanized fruit picking is the only viable way to harvest, the market will bear whatever wage is necessary to draw the workers. On the other hand, if unmechanized fruit picking isn't viable at a wage level which can be demanded by free labor, it's hardly an economic practice which needs to be perpetuated.

So you would rather send your money to some South American country, than allow migrant workers who will work for the wage into this country. Have I fairly stated your position?
