Is Bush the only President that hasn't dealt with illegal aliens properly?

No, but he is the current President and the only President to serve after the 9/11 terrorist attacks on our mainland. Yet, he's the guy that is doing his level best to appease the invaders, throw our borders wide open and sell our country out to the criminals who violated our borders.
