I believe the quote "I feel sorry for your city" could be innocently interpreted as expressing sympathy for the city because of the inconvenience it is suffering due to their web site being down. Of course it could also be interpreted as expressing sympathy for the city for having such an idiot as a manager. It is inconceivable to me that somebody with over 20 years of IT experience would not know how to properly deal with this situation.

I wanted to see it that way, I really tried, but I think it sounds most like a smartaleck response to a ridiculous threat. Still, it wasn't inappropriate unless viewed from a hyperanal 'the-threatening-customer-is-always-right' perspective. Some folks are just not worth dealing with as customers. Lots of people would probably not have even responded to such a jerk city manager. I hope the city is reconsidering who they've hired/elected on the basis of such antics.
