It won't stop puppy farms. They will get the license and since they make a living selling puppies, they will go along their merry way.

It is not going to stop Amish puppy mills in my area....
It will harm small independent breeders many of whom love their breeds and contribute to a pool of quality healthy
dogs for sale for protection and pets...
To get the bad they will run the good out of business...
Mass punishment of small business another of government's great gifts to tax payers and constituents...

It won't. In fact, it will have the opposite effect. Smaller breeders will stop breeding, and that will leave an open playing field to behemoths like this.
Be very careful what you wish for.
