You really need to get up to date. Operating systems have become commoditized. Any modern country can make one, most CS courses have writing a basic operating system as a project. This isn't the 80s with the USSR trying to get a copy of VMS, this is the modern day where you can grab a bunch of programmers and have an equivalent running in a couple of years. China certainly has the resources for that.
Our government simply changed with the times. Instead of burying our heads in the sand and isolating ourselves technologically, we jumped in to the international trade in technology.
But I see you're on Gore's side on this issue, useless controls that do nothing but hurt our businesses.

Total bull, operating systems are NOT commododized, else they would all be free like some versions of L/unix are. Obviously this is your dream, allowing anyone in the world the right to download them for free, but we are nowhere near that, nor will we be anytime soon if ever.
