Where is that a crime? And has been charged with a crime?

According to Dompig it is a crime in Aruba. And...Dude...it's a crime here as well.

And we all know that he has not been charged with a crime. That's part of the problem.

Then why was he not prosecuted for it in Aruba? And I know that it is a crime here, but, in this case, so what?
