I did get them, they finally cancelled all the other checks, reissued them and fedexed them to me. It was just too late to pay by the 1st. I got them on the 4th.
They have been hanging in the mail since 1/16

I want mine! I told FEMA I was ok and didnt need any! If I had known it was 240K each well.... In fact FEMA called me 6 times asking if I was sure I didnt need any money! Damn me for the fool I am! I like Rush, but lets just say sometimes he doesnt let anything like the whole story get in the way of a good joke.
Fortunately the company I worked for there was very good and kept paying us as if we were at work the whole time and it was a national company!

The most to be gained is the price of sending an express mail packet for not being delivered on time, and then by the sender, not the recipient.
The fact that the postmaster would issue a letter claiming USPS as the problem should indicate a limit to liability, agreed upon in the fine print when the sender fills out the forms.
