Are 'government employee plans' with private companies or are they subsidized by taxpayer money?

Premiums and deductibles combined now cost more than full pay for routine office visits. Co-pays are being eliminatd and most plans have gone from 80/20 to 70/30 for hospital and minor outpatint proceedures. The term insurance for these "plans" would be laughable if it weren't so serious.

Food or heart medicine. The question looms.
