We need to end the whole concept of men being financially responsible for babies they never committed to being financially responsible for. Women decide whether or not to have a baby, either by choosing whether to use very reliable contraception, or by choosing whether to have abortions when they get pregnant. The system of trying to slap horny teenage boys with financial responsibility for the many babies they may technically father is idiotic. Ensures that these guys will stay in the underground, criminal economy, where they can't be found and their money can't be confiscated. And if you find them, then what? Some young men have fathered several babies before they're 20, don't have a high school diploma and are barely literate. Courts can't make income appear out of thin air, so they end up ordering microscopic payments for each child, that don't begin to make a dent in the cost of raising a child.
Make women totally responsible for any babies they have, unless the father has clearly contracted for responsibility by marriage or otherwise. Women who don't maintain minimum standards of living for their children should have them confiscated (unless they're physically disabled through no fault of their own) and then leave the women to their own devices -- if they don't eat, they don't eat. Institute a strict policy along these lines, make all kinds of contraceptives readily available at no cost (yeah, taxpayers' dime, but it's a whole lot cheaper than paying to house, feed, "educate", and imprison all these unwanted babies), and you'll see a huge drop in the birth rate among the class of people who make their breeding decisions the same way feral cats do.
Come on now, these women are married to the government, they just HAVE to get their sex elsewhere.
