If it wasn't USDA inspected, you can't bring in meat from foreign countries. It doesn't matter if you plan to eat it yourself.
Yup. I tried to get some chewable Heart-Gard for my doggies from Australia (cheaper)and they said they could only sell the pill. The chewable type contained beef and they could not ship/import it to the US.
