I can't help but wonder if the rest of the Strike Team also had a similar device. My thinking is that, in the event that Lem was NOT going to go to Mexico, he had to be eliminated. No Lem, no case. Especially since that female P.I. is scared enough of Vic to get lost and forget what she told Kavanaugh.

To me, Shane hasn't got the brains to have come up with something that clever.

I was thinking that only Shane could do something that stupid. If Vic had to take out Lem, I think he would have used more discretion about the timing and method. Shane took out Lem on the night everyone on the strike team was trying to shake their IA tails. That cloud of suspicion is like a hurricane now.
