(many accuse me of being overly literal... this would not be a problem if many were not under-precise)
It is when someone wearing a polo shirt doesn't have the collar laying flat, but has it "popped" up. This photo illustrates both what it is, and other reasons the people who traditionally do this deserve roundhouses.
