Look, the process has been forever tainted. Bob Griese is a HOF QB. Let that sink in. Twice in his illustrious career he passed for over 2000 whole yards for the season. Brad Johnson is in the twilight of his career, played what, 9 games this year, passed for over 2000 yards. All for a team that didn't make the playoffs.
So, based on the Griese protocal, Brad Johnson gets in on the first ballot.
How about the fact the Pro Football Hall of Fame recognized the fact Moon had a highly successful career with the Edmunton Eskimos of the Canadian Football League, where the team won FIVE consecutive Grey Cup championships while he was playing there?
