I do think that places like Iran and Cuba, if you could put a few well-placed warheads into their governments/governing structures, that the people might rise up.

Yes, many if not most of Iran's young people are dissatisfied with the current regime, but if we invaded, they would unite with them against any invader !
Many Russians hated Stalin, but after the Germans invaded Russia, they soon put their grievances aside to fight fanatically to defend their Motherland !
Germans fought the fiercest and hardest after the U.S. and British bombed Dresden !
Germans fought like fanatics when their fatherland was directly threatened by invasion from US, British, and Soviet forces !
