Yes, they do. Not everytime, but every man that is not gay or a eunuch will at least sometimes. In fact, if you don't sometimes lust after men whom you see in ordinary contexts, then I suspect that you are a very unusual woman.

Now, most don't ACT on it, many don't admit it consciously. But even a pastor I know (not my own church), admits that yes, he has lustful thoughts too. Just doesn't let them rule him.
