Poor thing better of dead. It's just a uncared for mutt someone abandoned. I lived in Mexico from 1991-2004 and these same poor creatures are everywhere. Mexican people are so cruel to dogs, most never feed their pets and they run the streets to scavenge for food. Weak unaggressive dogs have it rough in the dog eat dog world of good old Mexico.

There are coy dogs that you would not believe all over the country; people now keep very exotic breeds as pets, and they interbreed.

I saw a dead coy dog that must have been half Rhodesian or bull mastiff, an 80 pounder at least.

If you see one up close it is likely sick, they flee from people if they are healthy.

Here in the Seattle region, most of the coyotes I've seen have been a lighter color, almost like a golden retriever. The most outstanding features being of course the black tip on the tail, and the scent.
And the ears.
