I very much like that idea. It'd be a lot of work, but it sure would make me feel better about the place, being alone and all. Not to mention it *could* pave the way (maybe) for other pets (maybe) someday. Which would also help with feeling secure, though of course that's not a sole reason for havin' 'em...

Fencing is another thing where it'd be awfully nice if the landlord would be willing to help with expenses. But I wonder what his limitations are, just practically speaking.

I don't know if he'd see the value in it to him, I'd focus on basics.... but putting up a basic field fence would not be all that expensive and ecurbh and I know how to do it. It can be done if phases too... first the two sides that are exposed to the store and road, and then later the rest. Field fence is $100 or so for 330 feet.. just add posts and a gate.
