I have "The Best of Phil Hartman on SNL" DVD and I was hoping that skit would be on it, but no. Damn it! He did the best Clinton! And that was a classic.
They did include the "Clinton Campaigns at a MacDonalds" skit, which is hilarious in it's own right :)

I have that one too and the Tom Hanks one, and it seems the "Best Of" skits were NOT included on them. At least the ones I liked the most.
One of my favs with Tom Hanks was the Short Term Memory Guy - with Tony Randall. And although they had a Short Term Memory Guy skit, it was the one where he was on a date, not with Tony Randall. Funny, but not the one I liked "best". Oh well...
