Unfortunately, too many people think all agencies are like local road departments...bloated, fat and sassy. I've worked in some offices where you couldn't get office supplies without almost a court order....and have laid off all the secretaries, so that top level administrators have to do their work and work that should be done by a clerk typist, too...so they don't get as much of their administrator work done.
Seen that too.
The budget saving measures are so draconian that one almost expects to see hooded henchmen with axes whenever one sends in a request for the purchase of copier paper.
