what will be the cards which Heller will hold against Logan. It must factor around the evidence, but could be thin in a city under martial law and where the prez is actually the Comander in Chief and outranks Heller vis a vis the military[ defense dept]. But if he challenges Logan directly, how can he avoid Logan just dismissing him. "serve at the pleasure of the President ..." and all that.

IMHO, his "put a stop to it" comment was not him telling Logan he was going to stop what has been occurring.
It means one of two things.
1. Heller is talking to Jack because he believes Jack is a traitor.
2. Heller is talking to Logan and taking over because Logan screwed up the entire plot.
Could I be wrong? Sure, I'm just speculating. I'll know by Friday the truth about Heller.
