Either way, we've still got Henderson driving away during the curfew unimpeded. (A curfew which should be dropped now, I suppose, since there is no longer a Sentox threat) But FLOTUS said to Evelyn right before she left, "Do you have your credentials, there's still a curfew".

Martial Law is still in effect because Logan's hadn't canceled it. And he isn't going to since it would make it easier for Jack to move around.
As for Henderson. He most likely has all the credentials he needs to get past any road block.
