Killing a dog should never get a man a 2 year jail sentence.

"We have been trying to capture that dog for about three weeks," said an Animal Control worker."
This line is the central issue. What gives local government the authority to take tax money and support the obviously incompetent? Three weeks and they failed to catch a targeted animal?
Not to mention being stupid enough to admit such incompetence to the media.
As for the killing of a dog which seems to have be agressive to a human (and I assume on the human's property), since the animal control "workers" (term used loosely) didn't do their job, the human dispatched the dog with a sword.
After three weeks, to expect the goobers in the gooberment office to suddenly become competent is laughable. And since Liberal citizens no doubt made discharging a firearm ilegal, a sword was the only choice, it would seem.
To any person who has seen what a dog can do to a human, that a human chose to not be bitten seems reasonable to me.
Summary: Allow the citizen to defend himself with his Constutitionally guaranteed right to keep and bear arms.
Guns are better than swords. And we were once guaranteed the right to have and use them.
One more thing - Fire The Dogcatchers who can't catch the dog!
And jail the cops & prosecutor for stupidity. That ought to be a jailable offense in this case.
If raping a 7 yr old child for 4 years gets 60 days then this guy should get at least a stern finger shaking.

What a sad and sickening story, but I'm glad some of the puppies have already been adopted.
A Texas group says animal abusers can get off without any punishment because of a loophole in the law. According to the group, this loophole is so big that a Parker County man recently arrested for killing a dog could avoid prosecution. Parker County Sheriff Larry Fowler says that three puppies are left without a mother after she was decapitated with a sword. Cut off the head of the dog, body gutted. The sheriff arrested 20-year old Ricky Moore in conjunction with this act, but Moore may face no consequences.
Randy Turner, a lawyer with the Texas Humane Legislation Network, says, Theres a real danger of this guy getting off. Its absurd! Turner points out that the penal code says a person has the right to kill an animal provided that it is a stray or it was not tortured. He explains, If a dog died quickly, theres no torture. Turner and his group argue that torture is hard to prove.
In four recent Texas cases, the Texas Human Legislation Network says defendants were acquitted for abusing dogs and cats. Sheriff Fowler still says that Moore, if found guilty, will face a stiff penalty.
The three orphaned puppies are up for adoption at the Weatherford Animal Shelter.
