The history of the USPS, and the Post Office Department before it, has been that first line supervisors are usually paid LESS THAN the top 25% of the bargaining unit.

I'm having a hard time figuring out why anyone would bother working for the USPS if the private sector will pay so much more for comparable skills.

Good question. That has also been a major problem over the years. Then there's the problem with the maintenance techs. USPS trains them and at the end of the training period they get jobs elsewhere that pay more. During recessions it's not a big problem, but when times are good it's a disaster for USPS.

There's little flexibility in USPS pay structures; there's even less thought given to making that pay competitive.
