Furthermore, Baltimore is a dump. Not in the league of Detroit, but its a dump. It is NOT undergoing urban renewal as the article states. There is so much empty space downtown its sad, and if if you tried to open a business there, if the crack dealers and high taxes don't get you, then some liberal tort lawyer will finish you off.
That being said, I love the fried food there. And there are some neat Harbor Town draws, besides Larry Flynt's Hustler Club.
This reminds of all those education rankings done by teachers unions that rank areas by everything BUT grades, graduation rates, and any other measure of real success.

There is a great deal of urban renewal going on. Next time in Baltimore, drive from the Inner Harbor to Johns Hopkins Hospital. See what has become of the old Flag House area and the construction around Hopkins.
