It doesn't really say, but I truly doubt it. The article seems to hint that those who bring such ludicrous suits do not triumph, but that in the process they cost the various cities real money (I believe 250 mil British Pounds) PLUS messing up REAL lawsuits by clogging up the system.
Seriously speaking people who bring clearly fraudelent suits need to be sued in return. It says something when people can sue for soiled pants, or for that matter sue for spilling hot coffee on their laps.
