I rememmber reading about that in a Tom Clancy novel. Can't remeber which one. Chavez was in a desert and shot an extraordinarily bright light at perps in the desrt. Blinded the bastards.

Sum of All Fears, or Clear and Present Danger.

Any comments from Clancy readers?
