The reasoning behind not allowing citizens to keep lions should be applied to pit bulls as well. There are some that are docile but on the whole their instinct is to maul and kill. Holding the owners of such dogs responsible doesn't resurrect the dead.

My family has raised Rotts since I was a kid.
I have personally raised two "rescued" Rotts and will argue their viability everyday.
When I "adopted" my Rotts - they were a mess. With some quality training - they became terrific pets and protectors.
I have never raised a Pit - but will swear by a Rottweiler's ability to be trained as a terrific partner.
