I wonder if there's some behind-the-scenes policy being set by somebody who realizes that spam is a near-perfect terrorist/criminal comm channel, immune to even rudimentary traffic analysis (since there's no way to tell which of the millions of recipients recognizes a specific string of anti-spam-filter gibberish as the "go code" for an operation).
