Most intellectual property matters are civil (private counsel) not criminal (public counsel, or prosecutor). Call your local bar association and ask for a referral to a specialist in that area. The prosecutor just puts people in jail or collects fines for the government. If you were deprived of your property you want to recover from the person who took your property, which entails private/civil counsel. I know your state is based on the Napoleonic code, but I think the distinction still applies. Good Luck.
There are criminal statutes, but the law needs to show intent and the person who committed this crime is claiming it was an "accident" Hardly an accident to reformat a hard drive and reinstall the operating system.
