I haven't seen the saddle you speak of, maybe someone else on the thread has, or if you know the brand name, maybe there's a website?

Here's a picture of the wrong kind of saddle with the right kind of seat. As you can tell, the seat is actually raised about an inch or two. What you can't see is that it's suspended in a shock-absorbing kind of ultra-heavy webbing. I saw it in some western shop once and am trying to gather more info on saddles with this kind of seat.
