Unless you have the negative, not really. There's only so much image enhancement you can do. And its difficult to enhance a jpeg because it contains compression elements, it will look 'blocky'

I find that if you want to blow something up and you aren't increasing the size too much, you can select only the face and use the blur filter to get rid of some of the areas where it's pixelized. It doesn't increase the quality, but it makes the photo look better. Also, if you can change it into a smart object, that might help a little too. This is for photoshop cs2, so I don't know if it would work on other programs.
